    Summary
    The Qualified Purchasing Agent holds, on behalf of the Mayor and Council of the Township of Montclair, the authority, responsibility, and accountability for purchasing activity pursuant to Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq); prepares public advertising for and receives bids and requests for proposals for the provision or performance of goods, services, and construction contracts; awards contracts pursuant to New Jersey law in accordance with regulations, forms, and procedures promulgated by state regulatory agencies and Township purchasing policy guidelines, and conducts any activities as may be necessary or appropriate to the purchasing function of the Township of Montclair. Work is performed under general direction from the Chief Financial Officer of designee.

    Duties:
    Establishes and develops accepted purchasing methods and records in accord with prescribed, laws, rules, regulations, standards, policies, and procedures. Reviews requisitions for operating and maintenance equipment, materials, supplies, and services. Locates and investigates reputable sources of supply. Prepares specifications. Reviews submitted bids and requests for proposals for content and, after thorough analysis, makes recommendations for acceptance or rejection of bids and proposals. Communicates directly with vendors by telephone or written correspondence. Interviews vendors to determine product line and usefulness. Handles complaints by taking the proper action. Develops and implements a centralized purchasing system, including all necessary procedures, forms, and files. Records claims of vendors for materials and services. Prepares periodic reports and statements. Maintains bidder lists; prepares purchase contracts; prepares purchasing procedures and bill payments. Assigns, supervises, and reviews work of subordinates. Confers with other department representatives on standardization of supplies used and the need for specialized equipment. Is responsible for assisting user departments in obtaining best quality resources at best possible prices. Establishes and maintains needed records and files. Is responsible for obtaining professional, consulting, and other services on a contractual basis.

    Requirements:
    Five (5) years of experience as a purchasing agent or another job title charged with purchasing responsibility authorized by a governing body or state statute to contract for the government unit on a day to day basis; graduation from an accredited college or university with a Bachelor's Degree in Finance or similar discipline. Experience with Municipal Software Inc (MSI) is highly preferred, although experience with Edmunds Purchasing System is acceptable. Possession of valid Qualified Purchasing Agent (QPA) certification issued by the New Jersey Department of Consumer Affairs Division of Local Government Services pursuant to N.J.S.A. 40-A:11-9.

    Salary:
    $8-,214 - $107,042 per year
