    The Position:
    The Municipality of Princeton is seeking a highly skilled and energetic professional to lead the Operations and Public Facilities Department, the second largest department in the municipality with 60 employees. The individual will need a “hands on” leadership style as well as a strategic mindset and the drive to champion a culture of innovation.  Environmental and fiscal responsibility must be top priorities. The Director is a member of the department-head team reporting directly to the Administrator and is responsible for overseeing and administering the effective and efficient operation of this department. The Director is also responsible for developing and implementing long-range plans to ensure effective, efficient and sustainable management and maintenance of Princeton’s infrastructure and public facilities. The Director will plan, implement, organize and direct the programs and activities of a comprehensive public works department including the following:

    Facilities Maintenance - cleaning, maintenance and repair of public buildings and facilities and the implementation of sustainable improvements;

    Fleet Operations - planning, maintenance and repair of municipal vehicles and equipment and evaluation of the costs/benefits of the partial or complete outsourcing of vehicle ownership/servicing;

    Street Services - snow plowing, street sweeping, asphalt patching, crack sealing, sidewalk and pathway repairs, and installation of street signs and pavement markings;

    Sanitation - management of the delivery of trash and recycling services at single-family residences, and garbage removal for public trash cans and at public facilities; oversight and reporting related to the municipal landfill and hazardous sites.

    Sanitary and Stormwater Infrastructure - operations and maintenance of sanitary and stormwater sewers and stormwater management facilities including basins, dams and green infrastructure.

    Parking Operations - operation of the municipal parking system, including the management and maintenance of the parking garage and metered parking;

    Tree Canopy - care and replacement (as needed) of Princeton’s street, park and open space trees;

    Open Space Maintenance and Management - stewardship of passive open space resources and rights of way, including coordination with volunteer community groups.

    In addition, the Director will have the following duties:
    • Coordinates the field response for large-scale public events, natural disasters, and other activities as a member of the Emergency Operations Team.
    • Directs, oversees and participates in the development and administration of the Public Works Department budget and six-year capital plan; evaluates departmental fees annually or as directed; forecasts funds needed for staffing, equipment, materials and supplies; monitors expenditures, controls costs and otherwise directs and controls departmental operations to assure optimum services to the community. 
    • Directs and manages public building and facilities projects from inception through completion; provides guidance and oversight to Municipal professionals handling various complex public works projects and assists in finding and developing solutions to problems encountered in the field.
    • Utilizes technology and other innovative approaches to improve departmental operations.
    • Takes action to resolve departmental, operational and administrative conflicts and problems; decides alternative courses of action; interprets policies; and otherwise makes decisions which are in the best interest of the Municipality.
    • Plans, tracks, and reports departmental training and employee development and conducts annual reviews.
    • Supports a thriving and inclusive workplace to promote equitable career growth for all employees. 
    • Ensures that residents’ requests relating to departmental activities are investigated and responded to in a timely manner.
    • Investigates and implements actions that improve sustainability and resilience and seeks opportunities to decrease short and long terms costs.
    • Attends Council and other Municipal meetings as needed. Provides regular updates both written and oral to Council as directed. 
    • Analyzes and reports on service impacts of proposed projects relating to the Municipality’s infrastructure and sustainability measures.
     
    Prepares, reviews, and manages contract bids and consultant work proposals for annual operations and maintenance and municipal public works projects.
     
    • Implements, documents, and reports the required regular cleaning, inspection and repairs to municipal stormwater and sanitary sewer facilities.
    • Other duties as assigned.

    The ideal candidate will be a visionary leader who is dynamic, solution-oriented, and results-driven with a passion for public service. The candidate will be comfortable working in an organization that values collaborating across departments and working closely with our elected officials, volunteer boards and commissions, and a highly educated and involved public. The candidate should possess a history of impressive project management and the proven ability to provide high-level oversight to a multitude of projects simultaneously. Further, the individual selected must be familiar with best practices in public facilities, fleet, and project management to drive sustainable, cost-effective services to the community. The ideal candidate will be a credible and effective communicator who proactively and regularly engages with internal and external stakeholders. The candidate must possess six (6) years of experience in facilities, fleet and/or construction management with working knowledge of construction, safety, fire codes, commercial HVAC, and electrical distribution systems, environmental regulations, and capital planning and execution. The person selected for this position must demonstrate highly developed executive leadership skills, public administration acumen and the ability to lead a large municipal public works organization.
    The Director must demonstrate expertise in  the following: knowledge of municipal public works such as planning, design, maintenance, and construction; knowledge of municipal solid waste landfill planning, design, maintenance and construction; knowledge of sustainable best practices; knowledge of principles of budget preparation and expenditure control; knowledge of applicable federal, state, and local laws and regulations about public works and solid waste functions; knowledge of safe work practices; knowledge of principles of effective management. In addition, the Director should demonstrate the following abilities: to analyze, evaluate, and implement municipal public works, open space and solid waste programs; to communicate effectively; to plan, organize and direct employee work; to analyze organizational and administrative problems, recommend alternative courses of action, and provide leadership to others in implementing such actions; to prepare and create clear and comprehensive written reports; to maintain strong relationships with municipal officials, employees, contractors, the general public, and representatives of other agencies; to evaluate and train staff; to coordinate varied interrelated departmental programs and activities; to read, analyze and interpret construction plans; and to establish and maintain records and files.
    Education: Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Industrial Management, Industrial Engineering, Civil Engineering, Construction Management, Management Science, or other related degree.  CPWM certification, or ability to acquire, is preferred.
