Description: Responsible for the daily operation, maintenance, inspection, repair, construction activities, and Inflow and Infiltration program as they related to the sewage collection system. Supervision is exercised over the work of the foreman, sewer maintenance personnel, and any inspectors or contractors either employed by or under contract to the PSOC.
Duties and Responsibilities: Oversees and directs the daily, weekly and monthly assignments related to the operation, maintenance, inspection, repair, and construction activities associated with the sewage collection system, the closed landfill and the “Convenience Center.” Maintains daily reports and time records of the foreman, sewer maintenance personnel, and any inspectors or contractors either employed by or under contract to the PSOC. Assists the Manager in the proper execution of all policies and procedures employed by the Municipality of Princeton and the PSOC. Assists the Manager in the requisitioning and selecting of supplies and equipment. Assists the Manager in the preparation of the annual operating and capital budgets. Oversees and schedules the regular maintenance and repair of department’s equipment and vehicles. Recommends and assists the manager in the planning and implementing of the PSOC’s Capital Improvement Program, including PSOC Capital Improvement work performed in conjunction with the Municipality of Princeton’s Capital Improvement Program. Assists the Manager with all regulatory responsibilities and the preparation and submission of all weekly, monthly and quarterly reports. Oversees the inflow/Infiltration Program including all field work associated with the Program. Acts as liaison with property owners in the investigation of private property inflow sources and other related sewers problems. Provides the Manager with an evaluation of the productivity and the quality of work performed by the foreman, sewer maintenance personnel, and any inspectors or contractors who are under his direction. Conducts public relations for and on behalf of the PSOC. Attends meetings for and on behalf of the PSOC.
Requirements: Four year degree in civil or Environmental Engineering or related degree preferred. At least two years supervisory experience in responsible charged at a sewer utility or other similar agency or past experience as an appointment supervisor in responsible charge of a sewer utility or other similar agency. The necessary skill to maintain administrative, fiscal and general records; prepare reports; and answer questions from records. The necessary skills to plan, organize, oversee and evaluate the varied activities of the foreman, sewer maintenance personnel, and any inspectors or contractors either employed by or under contract to the PSOC. Proven knowledge of local and state regulations as well as a formal method of keeping current as to modifications and trends. Excellent written and oral communications skills. Must be able to deal with resident and elected officials in a professional, courteous and informed manner. The ability to assist the Manager in the writing of Requests for Proposals, Bid Specifications/ Contract Documents and to manage professional services contracts. The skill and ability to effectively deal with the public and to problem solve resident concerns. Possession of a valid New Jersey driver’s license.
